Depends on when you buy/sell. For example buying eurusd pair at 5pm eastern time my spreads are like 5 bps but when the London/US markets are open 2-8am eastern the spread is under 2 bps. I still prefer spread over commission. The spreads vary based on how busy the market is and the time of day.I have traded with both and my answer will vary depending on how you trade. Oanda's stated costs are cheaper overall but the spreads can go crazy wide during news or at times, it seems, for no reason at all. I'd recommend FX futures, but also depending on what your starting capital is as well and your understanding of the spot and futures market.
